The naissance of software brings great benefits. Compared with the improving level of software and the abilities of upholding software, the complexity of software's problems increases more quickly. After that, software crisis lasting 20-30 years becomes more outstanding. The software organization are realizing that software quality is a feeble tache of the development of software products.In America, CMM put forward by SEI of Carnegie Mellon university gives software organization a guide, which merges with the principles of hardware quality assurance and the experiences of component practices. CMM puts emphasis upon the control and improvement of software development process, which has been widely used and adopted as an effective tool of evaluating and improving software process by lots of countries in Europe and America.The paper analyses the domestic and oversea current status and introduces the history of software metrics. The quantitative management experiences implemented on hardware are transplanted on software. Software process management and improvement system is developed lead by the idea of CMM. As a result, the members of software organization can continue successful process pursuantly.An applied metrics tool-SPMIMS is designed and implemented in this article. The paper analyses the shortcomings and strongpoints of the tool, especially the applicability to metrics objects and indicators .The successful application of Newsky Science and Technology Group Corps demonstrate the effectivity of the tool. The methods and tool can be used for reference by domestic software organizations which attach increasing importance to quality management.
