Along with computer observe and control system especially distributed system widely used, the complexity of the system software is more and more, the quality of system software straightly affect the reliability of computer observe and control system. Software Process Improvement(SPI)is an effective way to improve the quality and productivity of software development. Software Capability Maturity Model (SW-CMM) is a widely used approach to process capability assessment and improvement.Based on CMM model, this thesis focuses on the research into software process improvement principle and its apply in practice. Based on the research into software process improvement, a CMM-based software process model——SPM model is presented. Basic stage and activity in software development process are established in this framework and a assessment method is designed related to the process framework. Based on the framework and method, software process quality assessment is possible.Software measurement is the basic of software process improvement, an improved software measurement model—GQAM model is presented in this thesis. Methods used in the measurement are introduced. System structure of a basic software process improvement and measurement tool—SPIS is designed and developed. The framework and function of the tool are detailed introduced at the same time.System functions such as information record, process attribution measurement, document retrieval are detailed designed and realized through pictures. Process data of a real program is collected, schedule and flaw of the program process attribution are analyzed. By solving the process problem, software process model and measurement model are proved in practice.
