Geographic Information System is a computer system, which can obtain, store, query, integrate, transact, analyze and display the data about location of earth. Differing from the management information system, GIS can simulate the real world, do some spatial query or analysis and do some forecast by computer technology. With the development of the GIS technology and computer technology, geographic information system has been successfully used in some field.In this paper, the course of designing and implementing a geographic information system base on old management information system is described. This GIS is used for the Industrial and Commercial Administration Bureau. Some functions of spatial query and spatial analysis are provided in this system. It can satisfy all work requirements in aspect of geographic location. Using it, officers can improve the efficiency of their work.Some key technology problems on designing and implementing this system are introduced in the paper, and a solution for them is descrided in detail. These technology problems include: how to get and transact spatial data to use them in this system with great efficiency; how to transfer the topic property data from the old system to the new system, and can still use these history data; how to integrate the topic property data with spatial data accurately; how to design and implement some simple and effective spatial query and spatial analysis to satisfy all work requirements. In this system, the problem of transferring the old data is solved by designing a tool, and this tool is base on the DTS (Data Transformation Services) of Microsoft SQL Server 2000. And property data and spatial data are integrated by address matching technology.At the same time, the design course, some theories of GIS and the status of old system are introduced in the paper. At last, some representative functions are introduced.The implementing course of this system has practical reference to building other similitude geographic information system.
