The location information of public security business database is mainly described in the way of natural language like address and place names, in the lack of geographic coordinate, so the integrated analysis cannot be done through GIS under the unified geographical framework, and it cannot offer decision maker the intuitional services based on the location, nor did the space-time visualization or statistical analysis of the related business. Based on the analysis of domestic and foreign geocoding, this paper established a hierarchical model and combination rules of address factor suitable to Fujian province address data characteristics, put forward Chinese address segmentation method, and chose the appropriate Information retrieval technology to design the address matching system which solved the problem of public security business information spatiality effectively.1) Study on the descriptive manner of address data and its standardized expression manner. Based on the analysis of the standardized address database of Fujian Provincial Public Security Department, we designed the address factor hierarchical model of Fujian, and concluded general names of address factor and its combination rule.2) Proposition of a word segmentation algorithm for the Chinese address data. It was compared and analyzed based on the existing Chinese segmentation technology. Combining the existing address dividing method of geocoding system, we took its advantage and transformed it, and designed an address factor dividing and standardized method suitable for security business information.3) Designation of a Chinese address matching method. It was compared and analyzed based on the existing Chinese information retrieval technology. We chose the proper full text retrieval technology, and designed an address matching method for text, and achieved it.4) We contrasted the accuracy of the address dividing method of this paper with the normal maximum forward matching algorithm based on the dictionary and some address factor analysis methods of the geocoding system, using the original address data in a business data table of Fuzhou. The result shows that the method of this paper was more effective in improving the accuracy of split.
