Web-based instruction is the effective method and necessary tendency to develop modern education. It has the important functions on sharing education resource, expanding scale, raising efficiency and constructing lifelong education system. Web-based course have many shortcoming and insufficient as an important part of web-based instruction's teaching resources, and are not adapted well to development of web-based education. The paper surveys and studies the status and development of web-based course at home and abroad, probes into web-based course as a new model in electrical and electronic technology course teaching reformation, discusses some aspects of web-based course that include design and development theory, foundational principles, teaching design and realization steps, and gives a detail introduction of some questions such as system structure, page design, navigation design, interactive design, and teaching resource design., on the basis of the above, develops electrical and electronic technology web-based course.Guided by the studying theory of Constructivism, and supplemented by the other teaching theories and studying theories, the paper develops the platform and frame of web-based course, which provide a reference for the development of other web-based course and web-based teaching research. It particularly designs the teaching resources of the web-based course, which present abundant resources, such as Flash resource library, picture resource library, related Internet links, etc. Teaching resources are suitable not only to web-based instruction, but also to assistant teaching in traditional classroom teaching.The web-based course is not only making studying members break away from the space-time limits, but also offering a new studying approach.
