With the rapid development and popularity of World Wide Web, the number of online electronic information increases exponentially, and people have already transited into the ages in which information is extremely abundant and digitized from the age lacks information, the demand of education is so great that traditional education pattern can't satisfy society requirement. The limit of time and space prevent sufficient utilization of education resource. Network teaching is becoming more and more important in education field by influencing the changes in course contents, teaching methods and teaching modes as well. Compare with traditional teaching modes, network teaching has all the advantages of the ordinary computer-assisted instruction and it also overcomes the limitations caused by single computer unit. With a wide coverage, network teaching pedagogy is flexible and its education resource and study are not restricted in terms of space and time. Therefore, network teaching can provide people with education service at any time, any place and it is widely applied in the long-distance education, vocational studies etc. Network teaching has greatly satisfied the request for personnel training in the new era.The text first introduced key technology in web-based instruction platform, Then Through a deep research on streaming delivery algorithms a Equal algorithm is presented, which is called patching first maximum waiting queue length—MEQL. The algorithm serves the client with the highest weight of its waiting queue and balances the efficiency and fairness. The theoretical analysis and system simulation results show that the proposed algorithm is effective in refusal-ratio, unfairness and the average waiting time. In conclusion, the scheduling policy is an efficient and economical policy. And through a deep research on Electronic white-board, an electronic whiteboard system which is suitable for the P2P between teachers and students is discussed. The architecture based on B/S is adopted, and organized by modules. For concurrency controlling, the lock scheme is used; the multicast technology is also used to improve the efficiency of communication and to achieve the consistency. And uses TCP/IP protocol and UDP protocol, It can improve the transmitting efficiency of the electronic whiteboard. So support new ways for the development of web-based instruction platform.
