Gis-based Land Use Planning And Management Information System

Land Utilization Planning (LUP) is a system that analyzes and studies comprehensively about the present situation of Land Utilization and the potential of reserved land resources based on these related factors: economy and technology conditions of nature and society, the historical basis and characteristics of the present situation. After forecasting the changes of Land Utilization, LUP brings up an objective within the planed period and a fundamental policy according to the need and possibility, and then ensures it to be carrying out. At present, there are some shortcomings of LUP, such as deficiency of effective management method, low speed of information processing, difficulty of information sharing, backward method of planning etc. So it is necessary to build a LUP management information system to enhance the efficiency and ensure the completion and reality of data. Because land information has a close relationship with graph, this system must manage space and attribute information at the same time. Geography Information System (GIS) is an optimum selection can do it. Therefore to build LUP management information system is a component development process based on GIS.GIS is an important part of information technology and has an illustrious position in information society. Traditional GIS software cannot satisfy GIS applications completely, and it also cannot conform to the trEnd of software development technology any longer. So it is faced with severe challenges. ComGIS based on component development technology is a new generation of GIS, which expects to solve problems that traditional GIS have. After studying ComGIS, this dissertation developed a LUP management information system.This dissertation discussed the development of GIS software technology system, different development methods and the present situation and the tEndency of GIS, and then brought up a thinking using popular component technology to develop LUP management information system. This system will satisfy LUP business need of the land management department at the rank of county.At last, this dissertation introduced a LUP management information system integrated by MapInfo MapX (a ComGIS software developed by current VB language). The main contents include the goal of system design, the design of structure and the design of function.
