Bridege is a very important part of transportation,a significant chain to connect the road net. The deterioration and maintenance bridges have become major concerns, and thus the development of practical bridge management system (BMS) for existing bridges is becoming more and more required. BMS is regarded as a useful tool which takes the system theory as the instruction to offer solution and to assist bridge management agencies to make maintenance decision by using many kind of modernized method to gather bridge healthy information and analyse them.BMS integrates many subjects such asoperations research,system analysis, economic, project technology as well as computer technology.Geographical Information System(GIS) is a new blink subject, which integrates computer science, information science, mathematics, statistics, spatial science, remote sensing science, telemetry science, environmental science, manage science and so forth.Developing software with GIS in management of bridge has both traditional merit of manage system and graphical display of GIS.It is a new decision-making to display figure. Meanwhile, it is also a better means to further advance modern management of bridge and realize computer management.The paper firstly analyses the issues in old bidge management, overview the conception ,the actual developing state of BMS,introduce researching content and meanings of this paper. Introduces some kinds of constructions of the GIS carefully after analyzing the basic concept, data structure, data model, main technic of GIS. In this paper, a lot of work is taken. It involves systems analysis, confirming the goal and principle of system, designing and organizing the system datebase, developing and applying the system model and implementing the system function.Scientific exploitation steps and ideas are considered in all process. At last, the author discuss about the limitations and bugs of the system as well as the future way to improve on it.
