As social economy developing,a large number of telecommunication equipments and cables have been used by many telecommunication departments. These equipments and cables are all very advanced, and their reserve capacity is large, and most of telecommunication cables are paved under the ground in the city. In this situation, nowadays major telecommunication operators still use the original management tools and management methods to administer the project construction or to maintain the pipelines, so it has brought many problems. For example, there are more and more kinds of jobs about information collection; people have to correct much information when the physical attributes of equipments and cables have been changed; artificial statistical information is not accurate enough; it is not easy to share information resources; it is too difficult to hold the whole system situation; the cables under the ground are not easy to maintain as they can't be observed directly, and so on.Based on current application demand in telecommunication industry, a set of useful telecommunication cables and pipelines management system is studied and implemented to enhance the service level and the competition ability of telecommunication departments, to implement the standardization and the modernization of telecommunication cables and pipelines management, to decrease the cost of management, to develop the efficiency.It is presented the design and development of applying the fundamental function of Geographical Information System with MapX, and it is expatiated the study and application of developing a basic model of the feasible telecommunication cables and pipelines management system based on GIS. In this dissertation, ComGIS development methods,the related technologies and the widely used MapX component, which is one of GIS software development platform MapInfo production in our country are introduced. In accordance with Geographical Information System, it has clarified MapX platform development method with Visual C++, and then combining with the requirements of telecommunication cables and pipelines management to realize the integration between the telecommunication cables and the pipelines management system and MapX components, so that the whole management system has complete function and it is easy to use.In conclusion, Geographical Information System platform based on component is opened to all kinds of development environments and it can be combined with the enterprise resource management system organically, so it has huge engineering application value.
