The research in this paper is based on the projects which are "A Low Bit Rate Multimedia Remote Instruction System" and "A Video-Audio Monitoring-Control and Alarm System".The problems about video, audio transmission and treatment are discussed in this paper. Based on previous technique and theory, An integrated video-audio transmission and process system of suitability for practical application are designed. This system is described with mathematic model. In order to make good use of networking band and improve the utilization ratio of resources, the method that transfer VBR to dynamic CBR in networking communications are put forward. Moreover, the encode , channel , transmission and receive performance are contacted correctly by feedback mechanism. Besides these , the way of encode combine with decode, priority control method and virtual channel transmission are adopted in this system. So the true self-adaptation control has been realized. At the meantime, A multi-play solving model is used to solute the problems about the video-audio data congestion and high networking resource occupation.Aimed at synchronous problem which belongs to difficulty in networking video , audio transmission and processing, a four-steps solving method is put forward .During the processing, multi-buffer tank and multi-thread is used to improve efficiency. Besides these, some common problems, such as networking time delay, loss packet, congestion and buffer scheduling are discussed and analyzed, and the solving methods are put forward. Some conclusions of transmission control and real-time media steams protocols such as RTF, RTCP etc are applied in this research, but the research is independent to these protocol. So, this system based on the research is more compact.All of conclusions in the research have been validated by project. The results prove that the system is practical and effective for improve resource utilization ratio.
