Hydropower plant can be easily controlled and rapidly started and stopped etc. It mainly plays an important role of adjusting load peak , frequency and the backup for accidents . Formerly, hydropower plants were controlled by normal method on the basis of relays and many people on duty . A series of plants on a river directly commanded by province(region) electricity system monitoring center. Normal controlling method for plant has many disadvantages , such as lower reliability , much maintenance, and does not benefit for reducing people to increasing benefits, economic performance is impossible. In 1980s, some domestic hydropower plants imported foreign computer monitoring systems, these promote our development of plant computer monitoring .In 1990s, With the development of computer , automation and communication technology , it makes hydropower plant computer monitoring possible . In 1996,State Power distributed . Now , many plants are innovating with various modes, this paper demonstrates and chooses the controlling mode on the basis of large amount of domestic and foreign related materials, and designs communication .computer network , LCU and innovates.Network adopts rapid Ethernet with the speed of lOOMbps, and connects three plants layer computer network which are distant between each other.LCU uses reliable QUANTUM PLC and field network which are widely applied .Each parameters achieve expected requirement.We also analyze some questions occurred in the field , such as electricity power , electromagnetism etc, and put forward solutions. Now, we have gotten a good result.
