| The scientific and technical communication does not mean just communicate science and technology, but also construct the social system .It is being affected by the culture background, social relationship, social construct and social colony. The fate of disseminator and communication is rely on these effects. In the mean time, the rapid development of science and technology also play an important role through communication. The implying of web has been done a lot of work for communication in 90s of 20th . Many scientists from different countries are working hard to find the specialties under the web environment.The characteristics of acceptors have been changed much not just because the means diversified and the multimedia applied, but because the technology changed from simulation to numeral. The process of scientific and technical of communication was the whole course which from the very beginning of collecting information ,coding ,transmission and the studying of the origin and the termination. While under the web environment, the course includes the second coding of acceptors and there exist the mutual communication. Communication has been affected all the domain of human beings, in the mean time, science and technology are one of communication parts. Science and technology exist the whole process which made the scientific and technical communication come onto the stage. Scientific and technical communication plays an important role in the field of researching and applying the knowledge and improving the quality of the national. Scientific and technical communication has far reaching significance in not only the development of science but also the advancement of economy and society. Only if we grasp the mechanism and the law of scientific and technical communication can we know it well and make the right policy as well as aim the finial direction and promote it well. There is great point in studying and building the subject both in reality and theoretical research. The problem concerning scientific and technical communication has been thought highly of since the implement of strategy of building the country through science and education in China. It is also because the government and the academic circles show solicitude for the development of economical knowledge and the deep research on the system of creative of the country these years. After hard working they have been getting some valuable achievement. There still leave much space in this subject not only in the mainland but also outside China. The main target of the paper is to find the law of scientific and technical communication and give service to the disseminator through analyzing the theory and practice.The paper put emphases on the behavior of acceptors under the web environment which handle the communication, psychology, sociology, behavioral and information science through the way of theory and practice. Since the acceptors in different environment has different characteristics, the research on the behavior of web environment can be a good reference to the disseminator and a good way to the scientific and technical of communication. The conclusion is based on the web environment and the behavior of web acceptors. At one time, there list the discrepancy between individual behavior and colony behavior, common acceptor and science & technology acceptor, acceptor and web acceptor. The individual accept the information depends on his own peculiarity. These conclusions will be a consultation to the disseminator.The paper is constructed by four chapters:The first one is an introduction about the present conditions of research through the world and the method of researching.The second one is the signification of science and technology communication and the concept of science and technology communication .The third one is the behavior of acceptor under web environment and give the demonstration.The fourth one is the suggestions for the disseminator in case improving the effects of communication. |
