Analyse And Countermeasures Of Scientific And Technical Communication Obstacles

Scientific and technical communication (STC) is important to the development of science and technology and social progress, but there are many difficulties to realize its function. Therefore, it is necessary to study the obstacles of scientific and technical communication.At first, The paper analyze five key elements of scientific and technical communication viz. subject, media, content, audience and result, and three levels viz. academic communication, scientific popularization, education of science with systematic analytic approach and emphasizes relations among the five key elements and the three levels which forming the foundation of the following analysisBased on the analyses of historical examples of scientific and technical communication, the paper points out that SCT is restricted by the following environmental factors, politics, economy, culture, etc..It also analyses obstacles of the five systematic key elements of STC, subject, media, content, audience and result.Based on the above analyses, the author tries to present nine countermeasures to remove those obstacles. The standpoints of the author are as follows: From the angle of removing the environmental obstacles we should insist on the policy of academic liberty and improve the legal system of STC; improve multi-channel and multi-level investing system of STC; Strengthen people's consciousness and theory construction of STC. From the angle of removing the system key element obstacles we should accelerate the combining of the science and technology and media; Improve the form of languages art of STC and enrich the communication ways; Perfect the incentive mechanism of STC; Strengthen construction of media and content of STC and treat the authority correctly, prevent negative result of Matthew effect.
