With the development of information technology and Internet, many enterprises accelerate the pace of information construction. On one hand, they set up their web sites, by which they can exchange information with others; on the other hand, they set up their management information systems (MIS), by which they can improve official efficiency. But in this process, some enterprises often set up the two systems separately, which will produce two "Information Islands". As a result, it is difficult to share information between these two systems.Taking Dalian Office for Introduction of Foreign Intelligence as an example, this thesis focuses on how to solve the "Information Island" problem. Firstly, "Information Island" problem that generally exists in many organizations is proposed and several available solutions are analyzed. Secondly, the reason why "Information Island" exists between the Web site and the MIS is found out and the problem that "Information Island" has brought is put forward. Then, a scheme that is suitable for most organizations to construct information system is proposed, which can link the Web site and the MIS through the network and the shared database. Finally, the mechanism how the Web site, the shared database and the MIS work together in this scheme is pointed out, which cause information flow fluently from outside to inside, vice versa.According to this scheme, -an information system has been set up in Dalian Office for Introduction of Foreign Intelligence. In this system, not only the "Information Island" problem has been resolved, but also the information sharing and integration has been achieved.
