After several years of information construction,we have had a rapid progress in the basis of information. However,there are a few of problems. And now,a new wave of information construction appears in our country including electronic office. At the same time,we set up many information systems that are independent and have no uniform organization or standard. These isolated information islands make it hard to share information resource and block the process of information construction. That's Isolated Information Island.So in the near future,it is important for us to resolve this problem in order that we can share and exchange information among information systems or industry,even different areas. In recent years,with the development for Internet,XML has made great progress and been applied in the fields of electronic business,network publication,wireless application and content management. And it is emerged as a standard for data representation and exchange,expecially,by the promotion of W3C and some leading information companies. XML is used more easily than SGML and XML separates information contents from information rendering contrasting to HTML which benefits to the share and retrieval of information on the web.The technology of database develops from hiberarchy database,retiform database to relational database,even OO database,that has become to the base of information system. Since 90's,as a kind of language of network programming,Java makes best use of network resources and it's portable,cross-platform,reusable and extendable. Also Java is OO programming language,and it's security policy insures the security of application and it support collateral and multitask work through multithreading mechanism.This article describes how to solve questions of isolated information islands based on XML technology with Database and Java technology that makes it possible to use less money to share and exchange more information resource.
