With the changing of program's process in TV station from analogue to digital, from single-machine to network, there is a great improvement in the program's process and broadcast, but there isn't a sound video monitoring system in our country at present, so how to build a quickly responsive, accurate and effective system is put forward to our current agenda. Television program monitoring is a very important work for TV station. In order to assure security and good broadcast, monitoring the video broadcast shutdown and the bad broadcast are very necessary.To meet the requirement of video monitoring in our country at present, we have devised a new, reliable and flexible video system.It lowers the hardware cost effectively through replacing the video server with the general video code and decode card. It realizes the type picture recognition and the malfunction extraction with software. It is very flexibly because when recording it can search the best path automatically from the assigned paths. By using the multi-thread synchronization and database lock, it well prevents the data from access collision. By using the Windows message mechanism to replace the query mechanism, it largely economizes the resource of operating system. It realizes the synch-playback of video and audio by the time revision. It can recur the malfunction through simulating the record time. The play back position can be changed at will though dragging the scroll bar on the interface. Because we use database view to offer data and use database procedure to operate the data, it is easy for us to manage the data. It well avoids the table redundancy and the record repeat with the primary keys, the foreign keys and the table indexes. It offers a perfect function, and a friendly user interface.The video monitoring system has been successfully used in Puling TV station for several months, and it has been well accepted. There are also some other advanced techniques which can be introduced into to the video monitoring system, such as to take more reasonable distribute system, to take Internet as the base network, etc.
