| The dissertation discusses mainly the research and realization in real-timevideo transcoder aiming at dynamic reducing bit-rate of MPEG-2 bit streams; atthe same time, SMCC-plus system simulation is also introduced.At first The development about HDTV are presented,then the MPEG-2standard is simply introduced. Then the dissertation also discusses transcoder'sframework, DCT coefficient's disposal and rate control algorithm. At the sametime, writer makes a comparison with different algorithms in other papers. Afterperforming a large of simulations, the possibility of MPEG-2 video streamsrecompression and method are researched in detail. Based on MQSP, writerproposes a real time transcoding algorithm (EQSP) which make a improvementin the transcoder's framework, DCT coefficient's disposal and rate controlscheme. On the one hand, the transcoder's framework and DCT coefficient'sdisposal are improved on which will increase transcoding efficiency. On the otherhand, rate control algorithm is improved on which optimize the linearity of ratecortrol. The item is a research in advance for the SiChuan DongYing Ltd.Co,facusing on realizing the real-time bit rat control in main STB(SET TOP BOX),the task is completed by my own。In addition terrestrial DTV transmission proposal proposed by UESTC isintroduced in this sixth chapter of dissertation. Meanwhile dissertation alsoexplicate the platform in software and hardware,transplant method of Cprograms,writing of modules and improvement of algorithm in transmitter andreceiver.
