On Bidding Computer-aided Management Expert System Research

On the base of bid working experience from Traffic Roadway Project Department in Henan province, this paper describes bidding content and its program, and corresponding measurements are put forwarded to overcome the existing problems in the roadway project bidding process; with practice guided, research on formation skill and policy-orientation is developed for roadway bid quotation, and further, the concept, function and inquiry of computer-aided management expertise system are specified for bidding purpose, accordingly, analysis and overall design are made as well as brief introduction of software interface for such system. With technology of the expertise system, current-flow mode and index network to be affected on the bidders?quotation are established in the process, besides that, definition modes for evaluation criteria, quotation decision and mathematical bid quotation code based on the mathematics plan are set up after concerted analysis has been made for the said establishment. The edition of the said expertise system is designed to assist the bidder to accomplish the formation of prequalification and bidding documents, help it to effectively revise and modify its billed budget and content in the bid, and provide helpful reference and policy-making basis for its final bid price determined by the bidder; lastly, in combination of case example, the paper gives introduction on its application of the said computer-aided expertise system for the bid purpose.
