State-owned Publishing And Distribution Of The Problems Faced By The Enterprise Reform And Countermeasures

Press and issuing industry is a special one, which not only concerns national economy development, but also relates to culture and stability of society. Almost all countries regard it as an important industry. The press and issuing industry, which is an important branch in China's economy and grows very fast, to a RMB40 billions industry, since two decades of the reforming and opening policy. At the same time, there are many problems in this industry. The reform to the press and issuing industry is slower than other nation owned industries. That the book issuing industry is to the bad must be solved and it is on the schedule. By analyzing the case of Sichuan Xinhua Bookstore Group, I try to uncover the reasons of losses and give some advises of management on issuing industry to avoid losses. I have made an investigation in Xinhua for half of a year and took part in the system reform project and operation flow planning. The corporation accepts some of my suggestions.The first chapter of this paper is the brief introduction of Xinhua. I recommend the main operation style and business mode of it, including former and current operation status.In the second chapter of this paper, I search for the causes of losses. I uncovered them by analyzing the financial data, payoff ability of each business. These causes are: the sales volume can't reach to cost margin due to poor marketing and lack of professionals; stock dose not match with market; no efficiency control on stock; withdraw rate is very high, the result is much operation capital is occupied; storage and shipping measures are not efficient, and is not suitable for a large-sale issuing operation.In the third chapter, I give some advices about reform. These advice are about retail, wholesale, stock, withdraw, delivery respectively, for issuing industry. Due to some restricts on some fields, such as the uniform information platform, reasonable withdraw management system, and these advice are given on the experience of foreign countries.My experience and knowledge limit me to write a perfect paper.
