With the development of economy and the increasing improvement of people’s living standards, the demand for electricity is also increasing. Consumption has broken the record again and again, which challenges the power company’s operation. The power companies are facing tremendous pressure. The internal management level needed to be improved.This paper introduces the background of the performance management system, the researches of similar systems and their application status, the content and main work of the paper. In the business analysis, according to the relevant personnel and departments involved, the original business processes are the points standard management process, the work points management process, the performance plan management process, the performance contract management process and the star talent selection process. The next are five reengineering analyses of the five processes. In the functional analysis, there’re four kinds of roles involved, team members, team leaders, department leaders and administrators. The case analysis and package diagram according to the analysis of the four roles are given. In the data analysis, the data of each function which need to be processed are analyzed. And the entity class diagram is given. The database table structure is established. Finally, this paper made a summary of the design and development and prospects.By setting up scientific and reasonable performance goals, an effective performance management system will make the performance of outstanding talent show itself and spur powerfully on the person whose performance is low. The compensation incentive measures and performance related will inspire and mobilize the enthusiasm of employees, advance the performance of organizations and individuals and make the leading enterprise grow sturdily.
