With the continuous development of information technology and e-government in our country, using information technology for the government related functional departments service is getting more and more attention. Reformation of government affairs information is also getting strong support. Organs of state power of informationization is an important aspect of social modernization, and also an important driven force of social informatization. People’s congress as the important power in our country, its degree of informationization construction is one of the focus of the informatization construction of organs of state power. National People’s Congress Representatives are the main component of NPC. The comprehensive understanding of the working dynamics of NPC, will help to improve the quality of the work for NPC. In order to ensure the integrity of the information of National People’s Congress Representatives, we must strengthen the unified management of information system of National People’s Congress. Therefore, using computer system to process information of National People’s Congress timely and accurately is very necessary.In this paper, it is described that the information system of National People’s Congress Representivies is developed to better adapt to the reality of National People’s Congress. In the first chapter, it firstly studies the background of the information system of National People’s Congress Representitives, and according to the present stage of many internal and external research situation, points out some problems. It also analysis the method and relevant technology of system development. Then according to the object-oriented method, conducts a detailed analyst and design for this business. The main contents include the modeling and design of basic information management, representative position information management, election information management, suggestion management and basic data management. For system design, it respects the relative independence of each subsystem, and at the same time, attaches great importance to the integrity and security of the whole system. Through using this information system, it will make the information of National People’s Congress Representitives more standard, and will provide better service for each of the He Yuan municipal people’s congress and the representatives of NPC. They interactive with this system, and at the same time, a text messages will be sent to remind People’s Congress Representitives. After that, the result of information interaction will be automatic analysis, so that we can better improve the working efficiency of National People’s Congress Representitives’ standing committee in HeYuan city, Guang Dong province.
