As a typical immigrant city, the non-registered population of Shenzhen is far greater than the register population in population structure. The management of the non-registered population has been a major issue of Shenzhen Public Security Bureau. Although the residence permit system is instead of the temporary residence permit system currently, the management of non-registered population relies on the residence registration. In the past, the registration of non-registered population was implemented by the floating population and rental housing integrated management from door to door. Shenzhen is now studying on the related legislation and going to start the residence declaration system. Accordingly, the author analyses and designs the online non-registered population system based on the learning of software engineering courses.In this paper, the non household population living information reporting system research background is introduced, the residential declaration is facing in the information system problems, points out the design direction of the software; then, this article from the business, function, data and other aspects of the full needs analysis, using UML activity diagram of description of business needs, the use of UML use case diagram of functional requirements analysis, using the concept of class diagrams to illustrate the data requirements; on the basis of system analysis, this paper presents the overall structure design and online software application, moving away from the cancellation, management, management and other checks verify each function module design and database design. Chart, class diagram, sequence diagram, flow chart, entity class, entity class diagram and database table structure design methods described by UML package; finally gives a brief summary and Prospect of research work.
