"Tourism Law of the People’s Republic of China" has been formally promulgated on October1st,2013, marking China’s tourism entering a new era. The tour guide is the most important part of tourism, the quality of which directly affects the development of tourism. Excellent tour guide is the fundamental driving force to promote the development of the tourism industry. Currently, the low capability of the tour guides in cultural quality, operational capacity and service levels has become the main reason hampering further development of the tourism. To enhance the overall quality of tour guides, measures should be done from the source, that is:strict quality standard, selection and assessment of behavioral norms, eliminating the influence of human factors. In addition, the rapid development of tourism demanding for outstanding talent tour, thousands of people’s apply for the provinces guide accreditation every year, selection and assessment management workload, are the difficulties of the administration of the tourism. With the development of modern information technology, widespread of computer technology and network technology, the use of information technology to serve the industry, promote the development of industry standard management becoming the inevitable choice for enhancing the efficiency of the sector development in various sectors. Taking Sichuan Province as an example, this thesis builds a tour qualifying examination and oral examination management information system, and study on how to improve examination affairs management capabilities.This thesis studies tour qualifying examination and oral examination management system needs analysis based on the Tourism Training Center of Sichuan province as the background. As one of the project team members, I have involved in the relevant research work and demand analysis system. On this basis, this thesis analyzes the status quo management tour qualifying examination and the oral part of the problems presented by information technology solution to oral test management process in a variety of resources and deployment schedule and process control. It describes the methods and procedures to improve management by optimizing the examination process and improve efficiency in a fair, scientific, efficient basic principles, using principles and methods of software engineering and UML, the system software functional requirements analysis. In business analysis, using flow charts, detailed analysis of the enrollment management, exam schedule management, audit management qualifications, waiting test management, test process management, performance management, basic information management, eight systems management business functions. Using the concept class diagram, class diagram thumbnail data analysis and detailed design of the database entity class diagram and the student information, exam room information, exam staff information, payment information, waiting test information, the judge information, exam plan information, score information, examination of information and other data structures table. At last we summarized our work and look forward to the prospects of the future research.
