Accompanied by environmental problems, increasingly serious nuclear issues, local wars, terrorist attacks and various diseases infected in the world, the modern society has gradually entered a "Risk Society". The media’s communication plays a crucial role in the process of constructing risk. In 2014, April to May, drinking water safety accidents happened in China’s Lanzhou, Wuhan and Jingjiang. These incidents brought the concern about "drinking water safety" again into the whole society. With the current environmental issues continue to cause sudden public security incidents; it is worthy to discuss the occurrence and development of related public opinion.Taking three water pollution event in 2014 as the breakthrough point, this paper chooses the government, media and public opinion as the research object and studies the research sample of Internet media reports and micro-blog’s opinions of these three water pollution, in order to analyze the process of government’s information publicity and the crisis management ability, the media’s agenda-setting and opinion-guiding, as well as the public expression of opinion. In the new media ecology, the new type of media provides more freedom, more open platform as an expression of opinion to the public, and promotes it become one of the important subject of construction of public opinion. The related public opinion shows that the domestic public opinion has reflected new changes different from the traditional. It has risen to a space of multilevel, which is much more complex, pluralistic and difficult to predict and control. This paper’s significance is to discuss the process of establishing and improving the system to guide public opinion of the various types of emergent public security events. Only on this basis can we improve the government’s ability to govern and media’s communication skills.
