An Analysis Of The News Reporting Framework Of Neighboring Conflict Events

There is an old saying "Beggar my neighbor" by Mencius in ancient time and now people have "To NIMBY facilities for himself" as the standard of behavior. Recently, as the NIMBY conflicts come up frequently, the confrontation intensifies obviously, and the scope of the influence expands, the NIMBY conflicts have already become threat for the development of country and social stability. Whether it is PX Conflict, Shifang Events, or Qidong Events and Yuhang Incinerators Event, the occurrence of these events induced a great disturbance on and off the internet. The news media can be viewed as the main trigger of the consensus fluctuation. As the middle-class organization in society, media shoulders the duty to coordinate social contradictions. At the same time, the development of the internet and the public awareness of democracy make it possible for the media to guide public opinion and coordinate conflicts through news report. News report framework to understand NIMBY conflict can help to find problems, improve the channel for the public communication and reduce NIMBY conflicts thereby.This study adopts the frame theory and takes the news reports about Dalian PX and Yuhang incinerators event during the public opinion outbreak period as the subject. It explores how the media do the news frame selection and recur these two cases in terms of material scope, subjects, report mode, auxiliary pictures, reported themes, reported tendency and so on. Therefore, it induces the general report framework characteristics for NIMBY Conflicts, which are news material diversification, authority tendency, more messages and integrated news for material construction, short or middle reported length, less auxiliary pictures and high repetitive rate, more pictures about the conflict scenes, objective and neutral report, multi-plot framework for report mode, diversified report subject, and using the government affirmative actions and facts display/event progress as the main report theme framework.Through the case analysis, it is found that there exist some drawbacks in the construction of news framework, such as folk language deficiency, few first-hand news, high news repetitive rate, deletion of report before and after the event, and shortage of the framework for attribution and reflection. Therefore, this study puts forwards the following improvement measures. First, balance all news sources and show opinions in terms of different stakeholders. Second, reinforce the in-depth interpretation of reasons behind the events. Third, report continuously. Forth, face the facts and to make the officials accountable. Only in this way, can make the advantages of the media to public facts, guide the public opinion and contradict conflicts maximized.
