The market of integration of telecommunications networks, cable TV networks and the internet shows an accelerated increase trend since its pilot phase started in2010. Triple play will stimulate and release mass consumption demand which will promote market prosperity in information service and terminal consumption. It is estimated that information service income and terminal consumption will be about400billion Yuan in the next three years. Through smart TV payment, financial enterprise will enhance the influence of its brand in family as well as others payment areas. At the same time, financial enterprises competitive strength will be increased and smart TV payment is in line with their strategic requirements of "Payment Terminal into Family".Based on researches in the demand of smart TV payment and relevant key technologies, this paper points out the necessity of designing smart TV payment platform. With the aid of UnionPay’s CUPS and Clearing system, the platform has opened up a new payment pattern, namely,"Remain within doors, convenient payment", on family TV terminals which extends TV functionality epitaxial and opens up new pay channels for family terminals. The platform applies technologies including EAS, message format conversion, HASM FML (HASH Field Manipulation Language), HASH index memory storage management, MTQ (Message Transport Queue). The online subsystem is the core module of the TVPP (Television Payment Platform). This paper analyzes and designs the framework of the online subsystem of TVPP and main public functional modules, such as HASH FML. Following that, EAS and HASM FML modules are implemented and EAS is more focused.
