With the promotion of paperless office and one-stop service, the management of the processing trade now exist the following problems. Firstly, the trade data is repeatedly reported, increasing the burden on enterprises. Secondly, there were several information platforms, which also resulted in the redundant construction of system with low efficiency of the service. Thirdly, the requirements of different departments are flexible, and the re-development of the system is very difficult with high maintenance costs. In this condition, to provide a powerful, an easy to operate and a fast management platform for enterprises and government departments is particularly necessary. At the same time, from the perspective of Customs, Foreign Economy&Trade as well as relevant government departments, to provide a regulatory platform with a standardized format and data integration of Customs and the relevant departments is highly significant. And it is important to enrich and improve the function constantly and to serve the enterprise better, improving the efficiency of enterprises and government services. The establishment of an integrated management platform following IT service management standards to regulate the management of the various government departments and enterprises to adapt the future changes in business processes is the main content and significance of the topic.By lead-in SOA architecture, putting business process and management of various departments in the industrial park into the integrated platform, makes the platform as a standardized processing and centralized data management platform, which solves the problem of management Suzhou Industrial Park is facing.This system based on object oriented method and C/S and B/S3-tier architecture. It implements a general processing trade management platform by analyzing and designing the sub system module and the services management processes through rapid iterative pattern. It mainly used SOA, Spring, Struts and Hibernate frame.This thesis has an innovation on the design of sub system module and service management processes with service combination method. The public service processes are abstracted by using the object oriented method on a higher level. The platform is able to support more complex transaction by service combination method based on SOA. It abstracted the business processes of different departments into Web Service and achieved its optimal combination using service management. This platform achieved interdepartmental data exchange and sharing, break down the existing gap between business processes and made an innovation on the general management in Suzhou Industrial Park. It reduced the cost for the government and enterprises and brought a positive social significance.
