January2013the State Council issued the "Circular Economy Development Strategy and the IPA," and during the two sessions vigorously develop the circular economy in order to promote sustainable development of circular economy raised again, indicating that the top priority of recycling economy status. High energy-consuming industries is a typical "three high" industries, and the circular economy "3R" concept contrary, therefore, the development of recycling economy priority is the development of high energy-consuming industries in circular economy. High energy-consuming industries supply chain collaboration model construction and rationalize the use of modeling tools to model, operationalize benefit from energy-intensive industries viable micro-level implementation of high energy-consuming industries construction of circular economy, improve resource recycling use efficiency and achieve waste "turning waste into treasure," and to promote high energy consumption industries sustainable development.High energy-consuming industries supply chain collaborative model construction involves modeling methods, modeling content, modeling system, and the concrete of the problem, and the work will require a reasonable theoretical model can be transformed into concrete implementation model of reality.
