The information which Tobacco Business Company has is only the order information of the retailers, but these information cannot reveal the relationship between price and demand in the market, and also cannot reveal the influence of the migrant population, what’s more, it cannot provide a vision of the tobacco market either in short term or in long term. Because without the information of the final tobacco consumer, the company cannot have the detail information of the consumer, the company cannot build a relationship between consumer and their product.According to this situation, build a system which manages the consumers’ information is necessary, the system use technique, such as: OLAP, Data Mining, Data Warehouse technique. From the system, the company can got a clear view of the current consume situation and future development, and can also have a benefit in implementation of the tobacco sale policy.With these requires, the paper introduces how to build this system, and how to implement it with the standard method in information system design and develop. And with the system, implement the OLAP function. And introduce the application of the system in tobacco sale.
