There is variety of natural disaster throughout the human society, such as flood, drought, earthquake and snowstorm etc, all the disaster causing significant casualty, property losses, ecological environmental damage and serious social harm. Natural disaster frequently occurred in our country, with numerous types, a high frequency and severe losses.In the process of dealing with natural disaster, government is crucial to the public affairs as an administrative organ. In the government system, organization structure affects the rate, direction, accuracy and channel, and thus it is accessible to analysis government management on natural disaster based on organization structure.This paper primarily gives an overview of the crisis management theory, organization structure study and information communication study on government crisis management. Then, the paper analyses the Chinese government crisis management system and gives a new classification of disaster considering the factors of crisis, government cognition and coping behavior.Quoting cases of the Huai River flood and a barrier lake in 5ยท12 earthquake, Chapter 3 and Chapter 4 give a comparison study. This study points out different characters of information communication on scales of trans-area, trans-hierarchy and trans-department when diverse organization structures deals with various disasters. In addition, the rationalities and drawbacks of government crisis management also demonstrated in the paper.Finally, the paper covers some suggestion, which is perfecting communication path, accelerating communication rate, guaranteeing communication accuracy and smoothing communication channel, on completion and optimization of the information communication process in the government crisis management.
