With the continuous progress in informatization construction of university libraries, the proportion of electronic resources keeps growing, whose status in the library book collection system is rising rapidly as well. However, in practice, due to service platform instability on the electronic resource server, software conflict, visit of too many users, log overflow, or other problems, there might be service interruption or no response during various kinds of electronic resource services, bringing great inconvenience to users. Therefore, an Electronic Resources Service Monitoring System must be established as soon as possible to realize active management.In response to the practical problems about electronic resources management in a university library, the thesis accounts for the demand for the Electronic Resources Service Monitoring System and completes the design and realization of the system. By studying the development and features of electronic resources and analyzing the problems in electronic resource management, the thesis demonstrates the need for the Library Electronic Resources Service Monitoring system in terms of its availability, confidentiality and integrity. Adopting the SNMP and JAVA EE technologies, the author has completed the architectural design and procedural design of the Library Electronic Resources Service Monitoring System. The system is lightweight, easy to deploy and operate, perfectly satisfies the practical needs of libraries, and able to monitor the library electronic resource service platform, database, and the unique Z39.50 service of libraries.In practical use, the system may give effective warnings in case of electronic resource service interruption, malicious download, and other problems, and ensure the availability, confidentiality and integrity of electronic resource security protection. Having met its design target, the system will greatly enhance the service quality for the users of the university library electronic resources.
