Local literature is the deep accumulation of local culture, which has an important role of historical preservation, national policy governance and ambition encouraging. The contents of local literature more fully reflect the local economy and culture. Local literature is an important carrier of our history and culture, which also is an indispensable informational resource which can create new culture, speed up economic development, promote social and cultural progress, and play a role in promoting the development of local economy and culture. In recent years, with the regional economic and social impact of culture on growing, local literature has been paid more and more attention to local governments and libraries. Therefore, to do local literature collection, consolidation and further development and utilization of local literature in the role of the local economy and culture, which could help to understand the local history and current situation, help to carry on and develop local characteristic culture, and help to accelerate the development of the local economy, culture and the construction of local documents. Building the information resources system of local literature has an important role to promote the development of local economy and culture, and accordingly satisfy the needs of social development.This paper is divided into six parts to discuss the construction of local literature resources. Chapter I describes the background of the topic, overviews the present situation of research on local literature in domestic public libraries, proposes the framework and content of the paper and the innovation, and finally demonstrates its significance and research methodologies. ChapterⅡdescribes and discusses some theoretical problems, such as the concept, types, characteristics and importance of the local literature. Chapter III illustrates the construction model of the local literature in this stage through the collection, development, utilization and analysis of digital construction of the local literature. Chapter IV describes the construction, the use and the utilization of Binhai New Area local literature system which TEDA Library constructed, analyses shortcomings of Binhai New Area local literature system, and puts forward some ideas for future work. Chapter V summarizes bottlenecks and deficiencies which experienced in the building of the local literature, finds solutions, and elaborates in three areas including the security system, collection system and service system how to build the information resources system of local literature which is suitable for the region economic and cultural development. Chapter VI summarizes the full text studies, and graphically outlines the information resources system of local literature which is suitable for the region economic and cultural development.
