It analyses the publicity,fairness evaluation and the characteristics of network opinion. It analyses the characteristics of network opinion form two aspects.They are respectively the anonymous property,universality blindness and the richness of the content network opinion, ctristics complexity, the property of being difficult to control. It also discusses the formation and influence of public opinion and network public opinion on the communication and public fields of the internet.Part3:It states the reason and way for the shift of network opinion to social public opinion.
