As a world-renowned operator in telecommunication sector, accuracy and reliability of Settlement System of China Unicom reflects its core competence in the market. After the construction of its settlement system, how to make improvements in the quality assuance and settlement service management became the main challenge. To meet the challenge and make the best use of current human resources, construction of auditing and monitoring system was deemed to be a critical task.This paper gives a thorough description of current manual auditing and depicts the whole auditing working flow of in terms of data mediation, daily CDR processing and bill generation processes, with which also makes clear the auditing dimensions and the critical points to implement auditing for various services including international services,internal services and intelligent services.This paper also explores the requirements for auditing and monitoring tasks and depicts the processing logics and implementation modes for target system. It also summarizes the implementation results of the system.Settlement system, as one of the core supporting systems for a telecommunication carrier, requires auditing and monitoring system to ensure its accuracy. This paper provides certain reference for the research of telecommunication company's internal control and contruction of auditing and monitoring system.
