Complex Projects, Human Resource Allocation System Design And Implementation

Complex projects are the projects with the characteristics such as having many uncertain factors, concerning many industries and areas, needing many kinds of knowledge and skills, the organization structure having longitudinal multilayer and the same layer having many departments and so on. Whether the human resource distribution for complex project is reasonable, scientific, and effective will affect the success of the project directly. This article focusing on this subject means to probe into the distribution strategy of human resources for the specific type of complex projects and achieving methods for the systems, and to make the human resource management of the projects information-based and automatic, so as to improve the project management in fineness and accuracy.Based on the above objectives, and the analysis of the research results of the project human resource distribution models from the current scholars, combined with the author's several years'experience with project management, this article deeply analyzed the characteristics of complex projects and the essentials of implementation process, and summarized one of the best practices and procedures for each of the implementation processes of complex projects, which includes five key crunodes:project cycle confirming, human resources required confirming, priority confirming, process for human resource distribution, intelligentized adjustment for human resources.
