With the rapid growth of domestic car consumption market, residential and public car parks are under increasing pressure. As the car park management is currently only using manual or semi-intelligent IC card function, it replies entirely on man power for parking payment, which greatly reduces efficiency. In city business district, the drivers do not know how many free parking lots are available, thus they have to try to find the parking lot according to their experience, so it will result in parking resource waste or car traffic jams on the entrance of parking lot which will increase the road traffic around there in the downtown. Such as parking revenue decreased, fuel consumption increasing and more emissions exhausted, etc. Hence, the use of the car park payment system based on Internet of things can monitor the operation of the city, it will achieve unity of all parking charge, electronic money settlement, which can save lot of the operating costs, reduce the vehicle's carbon emissions, but also ease the city's traffic and improve the city's image and taste.This paper will analyze current status of car parking system at first and point out the problems which be faced with, then make clear that the necessary of RFID-based system development for parking. On this basis, it will discuss the functions of the intellectual parking payment system and analyze the RFID identification, data collection, and statistic analysis in or out of the parking lots, automatic fare collection and other major processes. And then, it will analyze system architecture and design the detail of core subsystem about the parking centralized management, parking operations management, parking operations management by using ARM Embedded, WEB technology. Particularly, it will analyze the integration of Embedded with ARM, WEB technology for data collection, analysis and transmission handling, parking data query and other subsystems so that it can real ize the intellectualized purpose for in or out the parking lots and paying the fee.
