Technology-driven market, market-driven technologies, under this concept mode, the major telecom operators are diligent to construct and update their basic data network. Nanjing Branch, as approved by the State Administration of Radio, the first sub-provincial city of SVA Group, who's basic data network has experienced FR, DDN, ATM, IP to SDH development process, but as the demand of the VIP customer for data services increase, such as voice, text, data, images and video integrated business of football growing urgent need for the establishment of Nanjing Radio and Multi-Service Transport Node private network. Therefore, MSTP project is imperative.Project management is using system theory and methods to plan, organize, command, coordination and control the project and its resources by project manager and project organization. It aims at achieving the management system of the project's specific objectives. This paper researches MSTP Network of Jiangsu Broadcasting Television Network Corp. LTD. Nanjing Branch. This network aims at providing customers with more comprehensive, rapid and convenient line services and value-added services. This paper researches the methods of project quality management after introduction the overview of the project based on learned knowledge and work experience. The main contents are:Project Quality Planning, Project Quality Assurance, Project Quality Control, Evaluation and Improvement of Project Quality Management.This paper is the using of project management in engineering practice, and aims at optimizing the project management, reducing project costs to improve project returns, so it focuses on the analysis of construction projects of MSTP special network, and has given the building programs of the second-ring-road SNCP subnet and MSTP special network. Based on this, this paper studied the Project Quality Assurance, analyzed the effect of the project organization in Project Quality Control. It also introduced the quality system and made the technical assurance measures in the organization and system. Then it studied Project Quality Control, gave the analysis of the quality control objectives to be achieved and the control methods, and parted the quality objectives. Meanwhile, the paper also studied the key points of quality control and control measures. Finally, the effect of project quality management was analyzed and the improvements were evaluated. In the evaluation process, it used the ABC Method, Expert Scoring Method and Fuzzy Comprehensive Evaluation Method. The results suggested that experts'evaluation on the project quality indicators, management and organizational measures were lower. They considered that the indicators of project quality were too low, the managements and the organizational measures were not comprehensive. Based on the evaluation results, the paper gave the improved methods and proposed the future research directions.
