A Study Of China Unicom Jinan Branch In Improving The Quality Of Network Operation

Facing a market of fierce competitiveness, telecom companies in China, for the purposes of effectively allocating and employing their resources, reducing operating cost, increasing efficiency, and upgrading adaptiveness, have begun approaching project management (PM) in recent years, but most of which are limited to infrastructural projects. As for internal operating management, most enterprises rely on traditional ways instead of going completely for project management.As a new form of operating system, PM can improve the ability of a company in the planning, organizing, employing, and controlling of different resources. The telecom service providers, through applying PM appropriately and dividing daily operating tasks into independent projects, can build their quick responsiveness to new situations, unexpected problems, and up-to-date technologies, resolve complicated problems in interdisciplinary solutions, enhance the capacity for resources use, and can operate more effectively. Only in this way and combined with the scientific approaches in project risk management, can these providers successfully identify and avert risk, forcefully reduce cost, ensure service quality, and uplift customer satisfaction.This dissertation intends to elaborate on the operation and gravity of PM on the improvement of network service by telecom enterprises, with a case study of the project "The Quality of Network Operation in Improving" conducted by Jinan Branch of China Unicom. Based on data aggregation, literature review, and the real situation of telecom companies, this paper summarizes the basics of the concept of PM, explains the significance, means, possible problems, and the necessity of its implementation in Chinese telecom industry, and holds that PM can play an active role in strengthening internal operating management.
