As networking and digital services of government, e-government gets more and more attention for its wealth of information resources, the efficient mode of administration, and has become the key of information technology. Using modern computer and network communication technology, its internal and external management and service realized in the web by streamlining, optimizing, integrating, restructuring, to break the time and space constraints, providing an high-performance, high-quality, honest management and service for the public and itself. E-government has a wide range of covers, including education, employment, health care, e-procurement, social insurance, business services, taxation and other areas of e-government services, but leading to uniform standards, the information silos and interoperability issues.Web services presents a system integration model based on a new distributed application environment, and defines a set of simple, open protocol specification based on XML standard. Its main goal is to build a common, platform-independent, language-independent technology layers in order to achieve the application of interconnection among several of heterogeneous platforms. Web services allow the Web site to place programmable elements, enabling Web-based distributed computing and processing, and based on three core technology, SOAP, WSDL, and UDDI.This thesis firstly introduces the research and development status of e-government, analyzing the problems existing in the construction of e-government, and studying the design goals of e-government system. To address the sharing problem of e-government information between the government and the e-government, this thesis presents an e-government system based on Web services. Using advantages of Web services, such as platform-independent, loosely coupled nature, e-government systems based on Web services integrated with applications within the Government, and collaboration with other external government departments to achieve information sharing. By analyzing the flow of information and sharing technologies of web services, we design a model of e-government platform based on Web- service.
