Research On The Information Service Model And Service Quality Evaluation Of Government We Chat Official Accounts Based On Information Ecology

With the rapid development and widely used of We Chat,more and more party organizations and government departments opened We Chat official accounts.They actively use government Wechat to release information,providing services,communication,guiding public opinion,etc.Government We Chat has become a new popular platform where people access to government services and inquire politics in networks.It has important influence on the government information services,and becomes an important force to promote government reform.However,How to reasonably use the advantage of government new media such as government Wechat?The government needs to build a platform which focuses the users' needs that the public can fairly participate and bidirectionally interact.In order to optimize government service process and share information resources between different government departments,really achieve the goals that service-oriented government,and how to provide for the public with the fair,convenient and efficient public service ? Now it has become an important task faced by each government department.Information ecology is the theory for the coordinated development of human,information,technology and social environment,and it can provide a new frame for the explanation of the complex relationship between organizations,information technology and information objects.So this dissertation chooses government We Chat official account as the research object,and explores government We Chat official account's information service model and service quality evaluation based on the information ecology theory.In a comprehensive review of domestic and foreign scholars research results on government We Chat,by using the method of literature research,case analysis and empirical research,based on information ecology perspective this study deeply analyses the process,models,operation mechanism andfactors influencing the quality of information services and evaluation system.In order to promote government We Chat public information service ability and quality under the new media environment,this study wants to put forward some suggestions and countermeasures to realize the harmonious development of human,information,technology and environment in the process of government We Chat information service.Firstly,this study analyses information circulation situation in the process of information transmission,and explores government We Chat official account's information service impetus and process.Also the study deeply analyses the relationships between four components.Based on these,this study constructs the government We Chat information service's information ecology ecosystem.Then analyses the connotation and constitute elements of the government We Chat information ecological chain,explores its forming mechanism,structure and types.There are four components which including government Wechat information human,government information resources,We Chat technology and We Chat information service environment.This part provides the whole research framework and lays a solid theoretical foundation.Secondly,this study analyses the operation mechanism of government We Chat information service.Based on the analysis of the connotation and conceptual model of government We Chat information service operation mechanism,this study mainly studied the dynamic mechanism,coordination mechanism,sharing mechanism,evaluation mechanism and feedback mechanism of We Chat government information service.And deeply expounds the concept and connotation,content and features of each operation mechanism.Then the study builds the model for each mechanism.Finally,based on the internal logic of the five mechanisms the study maps out the overall relationship of government We Chat operation mechanism.Thirdly,this study analyzes the pattern of government We Chat information service.Based on the user's personalized needs,government information resources sharing requirement,information intelligent technology development and government information ecological environment coordinated development,according to theinformation ecology four elements government We Chat information service pattern can be divided into four types which including custom-made,"one-stop",intelligent and cooperative service pattern.The study separately introduces the concept and connotation of the four patterns,and analyzes the contents and characteristics of each pattern,and then builds the model and frame for each mode etc.Then the paper choose "Guangdong weather","Guangdong release","Happy living in Nanchang","Guangzhou public security" four government We Chat official accounts as case study,and thoroughly analyzed four service patterns.Finally the study compares the similarities and differences between the four information service patterns.Fourth,the dissertation researches on the influencing factors of government Wechat information service quality.Based on the service quality gap theory,this study builds influencing factors model of government We Chat information service quality from the perspective of information ecological factors.The impact factors can be divided into We Chat information resources,We Chat information subject,We Chat technology and government We Chat platform environment.The study explains different factors impact on the quality of government We Chat information service.Taking 713 valid questionnaires collected as samples for empirical analysis,the study uses reliability and validity of confirmatory factor analysis test data.Then put forward the theoretical assumptions by using the structural equation model assumptions.The results show that almost all proposed assuming are supported by data,meanwhile analyzes an unsupported research hypothesis.Fifth,the dissertation researches on the evaluation of government We Chat information service quality.By the methods of literature investigation,expert interview and questionnaire the study selects and determines 7 first grade indexes and48 secondary indicators.According to information ecology theory the government information service quality evaluation index is divided into government We Chat information resources,government We Chat information human,information technology and We Chat platform environment.Then constructs the evaluation index system.Using the fuzzy AHP method determines the weights of each indicators.In the end the study choose "Shanghafabu " We Chat official account as an evaluationobject,and evaluates the quality of the information service.The empirical analysis shows that the evaluation index system is scientific and reasonable.Finally,In view of the current status of government We Chat information service,the study explores the difficulties which improve service quality,and put forward the strategy design.This study put forward some strategic suggestions to promote government information service quality from four aspects which including government We Chat information resources,government We Chat information subject,We Chat technology and We Chat service environment.And the study provides reference for improving the quality and effectiveness of government We Chat information services.This study explores the information service pattern and its service quality of government We Chat official account from the information ecological perspective.This study expands the application of information ecology in the new media field of government affairs,and enriches the theoretical research of e-government and information ecology.It provides a theoretical basis and reference for government departments to better carry out public services with the help of government We Chat official account.In practice,this study is helpful to improve the quality and level of government Wechat information service.Under the new media environment the research has strong practical application and guiding significance for transforming government functions and improving the capacity of public services.
