The implementation of anti-aircraft gun (rockets) artificial precipitation, hail suppression homework weather modification operation is to avoid or mitigate meteorological disasters, rationally exploit climatic resources , has the extremely vital significance in promoting sustainable economic and social development. But the traditional artificial influence homework application methods inefficient, has caused great potential safety problems in civil aviation air traffic safety。This paper based on careful investigation and analysis on current civil aviation air traffic management present situation and application of artificial influence gun operation process, use modern communications technology, network technology, geographic information system technology, visual technology etc, to develop the system used between meteorological artificial influence office and civil aviation air traffic administration, realize airspace real-time application and approval in artificial influence gun operation. Through this system, could complete the real-time submit applications, apply for approval in gun operation, track and monitor gun operating states, and automatically real-time analysis influenced airspace by gun operation combining air traffic control radar information, support the assist decision-making.This paper is divided into the following main parts:1) This paper analysed the status of artillery (rockets) precipitation enhancement and hail suppression in airspace applications and airspace management in weather modification business systems. And the application prospect of geographic information system technology, computer network technology, modern communications technology in airspace application and approval.2) Detailed discussed overall demand in airspace application, airspace application approval and management, analysed the business flow, data processing flow of gun operation application and approval in detail.3) Programmed the function module of artificial influence gun operation airspace management system according to requirements, and designed artificial influence gun operation information sharing model in southwest (Sichuan, Yunnan, Chongqing, guizhou) region.4) Using the network technology, geographic information system technology, visual technology to realize the gun operation application, approval, early warning and decision support functions such as figure gun operation airspace management system. The methods of software system design and implementation introduced in this paper, is designed based on the processing processes and application situation in meteorological department and civil air traffic management department. In the situation of airspace application request frequently, information updates faster, route and airlines flight busy, provide a powerful technical means to scientifically and reasonably using the airspace, effectively improve the work efficiency of gun operation, let civil air traffic management department timely and accurately mastering operation time limit, solve difficult question of airspace and operation time, has certain practical significance in realizing gun operation airspace management informationization, safeguarding civil aviation air traffic safety.
