China is a country with a variety of weather natural disasters in every year for, thus give a huge economic losses to our people and the government. Therefore, to develop weather modification has become an important means of disaster prevention and mitigation. In order to carry out the work and to speed up development of digital shadows, the shadows of new research and development command system has become an urgent problem to be solved. Based on the above point of view, this article aspect of a more comprehensive study and research from both theoretical and practical, design and implementation of a distributed service-oriented, open shadows command.First, this article has studied of the figure command system-related technologies in-depth, and to extract detailed system requirements, the logical structure of the command platform, workflow, specific, implementation process of functional subsystem has described in detail, and provided a viable reference scenario practical issues. Secondly, this paper, contour map of the production, filling, cutting of vector graphics and display based on GIS platform. Finally, the paper design and achieve a load satellite images and radar images of the visual system by using of GIS technology. It presents the user with infrared, water vapor, visible, three types of satellite images and radar images to provide zoom, drag and other operations, by means of inversion, it can get the geographic latitude and longitude, temperature and other useful data ,where the image position of the mouse, and displayed below image in real time ,so that users can get more from the image information, and thus make more accurate judgments about weather conditions.At the same time, the article has completed the testing process about this entire chain of command, and lessons learned. Through actual implementation of the project, to prove the chain of command achieved design requirements in the functional performance and scalability and good results. This works can learn the value of all both in theory and practice.
