Weather modification operation activities are carried out in meteorological departments at alllevels extensively. As the prefecture-level meteorological departments, they disseminatecatalyst to the clouds mainly by anti-aircraft guns, rockets, ground burners, etc. in order toachieve the purpose of artificial precipitation and hail suppression. In the traditional operationmode, the command and scheduling information of the prefecture-level weather modificationoperation are mainly transmitted by telephone, wireless radio, etc. after the commandpersonnel analyzing data manually. The instructions between the command and schedulingpersonnel are given and fed back mainly in written and oral ways. With the development ofsocial economy and the improvement of the public needs, the scale of the weather modificationoperation expands rapidly, and the operation becomes more and more frequently. Thus, thetraditional telephone and radio communication ways cannot adapt to the modernization of theweather business, and become a bottleneck that limits the efficiency of weather modificationoperation. In order to further improve the work efficiency and change the traditional operationmode, the Sanmenxia Weather Bureau has developed a prefecture-level weather modificationoperation command system based on GIS. This paper will introduce the design andimplementation process of this system in detail.Thanks to the latest computer network and modern mobile communication technology, thisprefecture-level weather modification operation command system is developed to satisfy thespecific need of operation implementation in prefecture-level and county-level cities.The system is consisted of software and hard ware. Thereinto, the command system softwareuses GIS technology to display the geographic information of operation areas, and obtains radarmaps, satellite cloud pictures, wind charts and so on from the internal network of the Bureau ofMeteorology in real time and displays them on the command system software after a series ofdata processing to provide data support for the decision of the operation commander’s. After thecommander applies relevant synoptic data and the geographic sand table model to analyze anddetermine the operation area and the working time, the software will generate detailed operatingparameters for the operating personnel at the short point according to the pre-establishedconditions automatically, and transfer the operational instructions to command operationdisplay screen by short message, electronic screen, voice speaker and send them to thefront-line operation personnel. The system server is installed in a server, which has anindependent public network IP address. It can receive the operational instructions and statisticalfeedback data packet from the command center and operation point, then check the data and adjust the format, and transmit it to the corresponding destination. The system mainly includesthe geographic sand table model as command auxiliary and mobile phone, voice speaker, LEDelectronic screen,etc as the instruction receiving terminal. The instruction receiving programconnects to the system server through the GPRS network, and receives the operatinginstructions from the command center and displays them, and feeds back the worker’s receiptinformation to the command center. This paper will introduce the skills of implementing thegraphic display function of Radar as well as the observed data from the automatic weatherstation in GIS system and the auxiliary commanding function of the geographic sand tablemodel in detail. The system has been applied in the Meteorological Department of the countiesin the districts of Sanmenxia already. It has been functioning stably and reliably as well asreceiving instructions timely and accurately, which enhances the work efficiency and makes afoundation for setting up a large-scale and cross-regional anti-aircraft gun rocket operationcoordination mechanism and an operation commanding system that is collaborated by province,city (prefecture) and county levels in advance.It turns out to reach the expected design purpose.
