There are many natural Disasters in our controy every year,this often brings huge losses to people.So Vigorously develop the man-made weather modification project becomes an important tool gradually. In order to Accelerating the man-made weather modification project's development,we must invente and develop the new type of man-made weather modification communication monitoring platform.On basis of the views Above on, this paper gave a comprehensive discuss on both theory and practice. Then we design and implement a communication monitoring platform oriented service, isomerism, opened and distributed.Firstly, we deeply evaluated the related technologies about communication monitoring platform, proposed a new idea about building general, distributed vehicles communication monitoring platform on the basis of widely market research. Then abstracted the particular system requirements, and designed the framework form the aspects of composed structure and functional architecture, etc.Secondly, in the eyes of software engineering this paper expatiated on the subject of concretely realized process about communication protocols, database architecture, and fundamental subsystems. And we provided some feasible advice for system design which offered useful references both in theory and practice.Thirdly, this paper emphasized the analysis of how to search the shortest road in Road Net., and proposed a new type of Mathematical Model.At the same time,we reaserch the model's meaning.At last, we tested the platform carefully, analyzed the typical problems, and shared the experience. This project has been applied to practice successfully, which declares that it satisfies the designing requirements on function, performance, and expansibility.
