System Research And Development, And Evaluation Based On Ahp And Control The Overall Qualities

In our work of aviation security and transporting,pilots mechanic and air traffic controllers plays a very important role daily . As there are more airports,more airplanes and more passengers,the control department is now bearing very hard pressure. And it is getting harder and harder to make it go well. With the development of the Air Traffic Control(ATC) integration,ATC departments all over the place achieved independence from provincial bureau. It's a problems to have a group of high-quality management teams. It is an objective reality that a lot of works cannot be put into effect appeared as a result of the system in former ATC departments. However,we believe that ATC team will sparkle soon in the future,as the change of objective environment,by carrying out a series of measures in recruiting,selecting,training,promotion,compensation,and encouragement for stuffers in ATC personnel department. Under these circumstances,establishing an effective and accurate analysis system for comprehensive qualities starts to gain currency. It possesses very important realism meaning.Having done deep and careful studies in ATC work,sent many questionnaires,and communicated with the elder first-line staff actively,this paper,based on analyzing the quality of ATC workers needed in actual work and the fuzzy analytic hierarchy process (FAHP) improved by fuzzy technique,did the quantized treatment to the comprehensive qualities of ATC worker,established a model by using the computer software,and the model is proved by the practical examples. This model is more persuasive than the traditional evaluation method in evaluation. According to the evaluation results,it can help the human resource department improve the system and raise working efficiency.This software has a good performance in our experience within the SWATMB area in different situation.
