In recent years, due to the global warming, extreme climate events occurred frequently. Meteorological disasters increased significantly, the impact of meteorological disasters on the development of socio-economic is increasing. Various types of meteorological disasters caused serious losses to the state and people's lives and property every year. Meanwhile, with the continuous development of modern computer technology, the improvement of meteorological observation method and the increase in the number of observation stations, ground meteorological data has become more and more diverse. Therefore, it's very important to use the increasing meteorological data rationality and efficiently to carry out the meteorological services of disaster prevention and mitigation.At present, there is not a complete meteorological database of Leshan City. Traditional meteorological data exists mainly in the form of text, the structure of directory is very complex, the types of meteorological message and the number of documents are numerous. It's very complex to use the meteorological data, which has brought great inconvenience to the work of meteorological disasters monitoring and warning, data statistical analysis and the disaster assessment. It's not only a heavy workload, and the efficiency is very low. It can no longer meet the needs of the meteorological services of modern disaster prevention and mitigation. When traditional information storage mode can not meet the actual demand, it's very urgent to seek an efficiently, secure, easy to use data storage mode. In this case, the database will become the preferred mode.The main objective of this project is to design and establish the basic meteorological database of Leshan City. We will study the climate background of a variety of weather disasters in Leshan City and design a set of meteorological disaster monitoring and warning, meteorological data statistical analysis and automatic exporting primary products of the meteorological service in one platform based on the database.This project is mainly designed with Microsoft Visual Studio 2005 platform and SQL Server 2000 database, using Golden Software's Surfer to assist in mapping. A part of the program modules is designed with Delphi.
