China's Migrant Workers, Training Policy Analysis

The financial crisis in 2008 impacted our economy, especially to the coastal trade processing industry of China. A large number of jobless migrant workers returned home and unemployment rate rose rapidly, it become China's key issues of political life and economic life. Training of all migrant workers again become a hot topic. Researching training of migrant workers from the view of political science, economics, sociology, management, and so on. And discuss its importance, role and how to improve the training of practical mechanisms and enhance the training effect.In this paper, the research depends on the policies of training of migrant workers. And the aim is to propose some suggestions to improve the policies of training migrant workers. In this article, some related public policies of training migrant workers all are listed and the framework is described. Its features of contents and form can be understood. Secondly, depend on the example "Sunshine Project", we could find out the big problems-----local government can not implement policies. The author from perspective of barriers of implementation of policies, analysis the problems in depth, found out the reason in policy characteristics, the policy itself as accessories deepening complexity of problem, and overall poor target groups cause the result dissatisfied, while fraining policy itself has existed over a single policy objective, policy evaluation criteria unscientific, policy problem of insufficient resources.I believe that training of migrant workers into the national final should be conducive to their professional education. Policy-making in the future should follow the values of fairness and efficiency. The view on the current situation, in order to improve policy scientific and reasonable, by the above analysis, the author using the theory of human capital to improve policies. It should be made effective within the narrow range in order to improve the efficiency of the policy; clarify the interest of department and establish the authority center; enhance the protection of sharing mechanisms; strengthen in-service training of migrant workers building and improve the policy evaluation criteria.
