Research On The Urban Integration Policy And Its Effect Of The New Generation Of Migrant Workers ——Take Three Provinces And One City In The Yangtze River Delta As An Example

The urban integration of the new generation of migrant workers is closely linked to China’s urbanization and modernization.Only migrant workers can integrate well into urban society in work and life.We can promote the healthy and rapid development of China’s economy.However,most of the new generation of migrant workers face many difficulties in the process of urban integration.Constrained by China’s unique urban-rural dual structure,it is also in the state of "semi-urbanization".The dilemma of the new generation of migrant workers in urban integration is becoming increasingly evident,which has become an important and difficult link in the urbanization process.In recent years,governments at all levels have adopted different approaches to promoting the urban integration of migrant workers.Many local scientists have systematically studied the urban merger of migrant workers,but there is little research from the point of view of the integration policy of migrant workers in cities.Through the analysis and evaluation of the policies related to the urban integration of the new generation of migrant workers,we can find the deficiencies in policy formulation and practice,which is of great significance to promote the improvement of the urban integration policy system.This paper uses the methods of literature research,text analysis and quantitative analysis to study the urban integration policy and its effect of the new generation of migrant workers.Firstly,by combing the literature of past scholars on migrant workers’ urban integration and policy analysis and evaluation,we draw a conclusion:at present,the research perspective on migrant workers’ urban integration in China is relatively single,and the research on the evaluation of the urban integration policy of the new generation of migrant workers is rare;The research from the perspective of public policy usually focuses on qualitative reasoning and lacks objective quantitative analysis.Therefore,based on the research of scholars,this paper combines text analysis and quantitative research to comprehensively evaluate the urban integration policy and its effect of the new generation of migrant workers.Secondly,it reviews the basic concepts of the new generation of migrant workers,urban integration and policy effect analysis.At the same time,it expounds the social exclusion theory,policy paradigm theory and bibliometric theory as the theoretical basis.Thirdly,collect the policy texts related to the urban integration of the new generation of migrant workers,analyze the policy texts,sort out the urban integration policies from two aspects: the external attributes of the policies and the content of the policy texts,and divide the urban integration policies into three stages: the initial stage of policy exploration（2002-2008）,the stage of rapid policy development（2009-2016）The policy consolidation and improvement（from 2017 to now）.Then,based on the previous policy text analysis and referring to the policy effect evaluation dimension of relevant scholars,select the urban integration policy measurement indicators,build the policy evaluation model,and give the index weight by entropy weight method,so as to establish the urban integration policy evaluation system and objectively analyze the policy effect.Then,based on the above text analysis and empirical research,this paper evaluates the effect of the urban integration policy of the new generation of migrant workers from four aspects: policy strength,policy measures,policy objectives and policy objects,and discusses the blind spots and deficiencies of the urban integration policy from the perspective of public policy.The study found that in terms of policy strength,the relevant policies of China’s new generation of migrant workers’ urban integration policy are insufficient,and failed to give full play to the advantages of departmental coordination.In terms of policies and measures,the urban integration policy system is not perfect.In addition,it is necessary to consider the interaction and synergy between policies and measures.In terms of policy objectives,the clarity of objectives is not high and the degree of quantification is low.In terms of policy object,there are omissions in the subject of policy object,and the rights and responsibilities are not clear.Finally,in view of the shortcomings of the urban integration policy of the new generation of migrant workers,relevant departments should improve policy efforts,optimize departmental coordination,form a complete policy measure system,improve the policy objective system and implementation rules,and clarify the policy objects and their rights and responsibilities.This study systematically combs and evaluates the urban integration policies of the new generation of migrant workers,broadens the theoretical perspective of the research on the urban integration of the new generation of migrant workers,and provides reference and basis for relevant government departments and decision-making institutions to guide the formulation and practice of urban integration policies.Policy is a powerful tool for promoting the integration of new generation immigrant workers into cities.Only by continual improvement and perfection,the new generation of immigrant workers
