A Research On The Problem Of The Financial Assistance To Impoverished College Students

The work of financial-aid to the impoverished college students,concerning the stability of socialism and the harmonious development of the society,is an important component in the implementation of the country's policy of benefiting people.The implementation of the policy of financial-aid to the impoverished students has become the important measure to embody the fairness of education and the maintenance of stability of society and institutions of higher learning,thus it is the essential content of students' work in the institutions of higher learning.This paper,by adopting documental-summarizing method and questionnaire method as well as taking Guilin Normal College as an example,conducts an earnest survey into and a careful analysis of the existing problems in the process of implementing the policy of financial-aid to the poor students in Guangxi Zhuang Autonomous Region.The existing problems are how to identity the students' status of coming from an economically-poor family,which is related to fairness,how to manage to give intellectual-aid to those students on the basis of the financial aid,how to strengthen the gratitude and honesty education among those students,aiming at the phenomenon of unpaying the loans intentionally and how to reinforce the psychological help to those students.And this thesis,according to the practical situation,also puts forward some effective measures to improve the working system of the student financial assistance wok.By adopting interdisciplinary research,this thesis combines politics,management,psychology,sociology,ethics and network technology together,thus the research method has been renewed and the research has been expanded.In the optimization countermeasures of the student financial assistance work,this paper proposes a work system which focuses on the perfection of the government domination and the joint participation of society,family and individuals.The establishment of this system is to hope that the government,society,family and individuals join their efforts to form composition forces to exploit assistance resources together so as to achieve the actual effect of lplus 1 is greater than 2.This paper proposes to build up a recognition system of the impoverished college students by the local authority of the student's origin and this recognition system of impoverished students by the college authority is to form a complete recognition system of poor students from primary school,middle school to college.These points of view will lay a solid foundation for the further deepening of theoretical research of the student financial assistance work.This thesis is mainly divided into the following parts:Chapter One,introduction,points out the reason of selecting the research topic concerning the financial aid to the impoverished college students and its significance,the identification of impoverished student,student assistance,student assistance work,student assistance policy system and the other related concept and connotation,explores the current research frontier at home and abroad,analyses the ideas and research methods of this article,and points out this paper's innovation in the theoretical research.Chapter Two the development and significance of the financial assistance to impoverished college students.Chapter Two firstly points out the development scale of the economically-poor students in colleges and universities,secondly introduces the development of the work of financial assistance to impoverished college students,which is mainly about the continuous development and maturity of the financial assistance system and the obvious operational effect of the new financial aid system.Finally,Chapter Two discusses the meaning of the work of financial assistance to poor college students.The work of financial assistance to impoverished college students not only embodies the social fairness,but also has relation with the stability of the socialism and harmonious development of society,and even affects the completion of the well-off society and the great Renaissance of the Chinese nation and the realization of the Chinese dream.As a result,the smooth development and scientific practice of this work is crucial.Chapter Three the analysis of the present condition of the work of the financial assistance to impoverished college students.This thesis,taking Guilin Normal College as an example,analyses the related conditions of the college students from economically-poor families and the survey into the working conditions of financial assistance by using charts.Moreover,this chapter gives a detailed analysis and research of the problems and their reason arising from the work of financial assistance from three aspects:financial assistant resource is difficult to meet the demand of the overall need;aid policy running effect is still unsatisfied,the leading concept of the financial aid work and ability training effectiveness is low.Chapter Four the optimization countermeasures of the work of financial assistance to impoverished college students.This chapter expounds mainly from three aspects.First,to consummate the government-led,social,family and individual participating system of financial aid to impoverished college students and explores the financial resources.The main ways of achieving the aims are to carry out effective promotion and to develop on a large scale student loan;to increase work-study positions and capital investment,to actively explore social resources and to improve the work-study jobs and wage levels;to establish the good interaction mechanism of social,family and individual donation and to actively advocate the society from all walks of life and individuals to donate.Second,to revise and improve the student financial assistance management policy system,to increase the intensity of policy propaganda and improve the effect of aid policy operation.This thesis puts forward an effective method on the following aspects:to establish some policies and systems concerned to recognize impoverished college students by the local authority of the student's origin combining identification and quantification to scientifically identify the student's qualification for a financial aid;to build a scientific and reasonable way of student financial assistance personal configuration and optimization of various projects;to conduct a dynamic monitoring of the aid-receiving students'capital flow and establish an effective management of the aid-receiving students' capital flow.Third,to actively build a communication and training platform and to increase the efficiency of the finance work guide thinking and ability training.In this part,this thesis conducts further exploration and research to realize the goal of the work of financial aid to impoverished college students from the following dimensions:to actively build a communication and to take care of the poor students' physical and mental health;to comprehensively carry out the honesty and gratitude education activities to improve students' honesty and gratitude consciousness;to attend to impoverished students' professional ability training and to explore ways to poor students' professional ability training.
