With the strategy of developing science and education and concerning talent, Shandong province has achieved leapfrog development in higher education, meeting largely the aspirations of the people for higher education and also transporting a large number of talented people for the economic development of Shandong. Shandong Province has advantages in the economic, demographic and higher education. There is a big gap between urban and rural areas, so the same charges for different income families result in different effects. Financial burden of higher education in some families is outstanding. The phenomenon of poor because of education is common and some choose to give up receiving higher education because of inability to pay the cost.In recent years, popularization of higher education has entered a stage of development with the rapid expansion of the scale of higher education, meeting the aspirations of the people to receive higher education to a certain extent. For various reasons, higher education funding has not kept pace with the expansion of higher education, resulting in very tight university funds, so increasing fees is the best choice for most universities to improve income. Normally the students'spending in school is more than tuition, and all the spending is beyond the ability to pay. Although the financial pressure of urban family is less than rural family, but the situation is bad. The tuition fee in Shandong Province is not higher compared with other provinces, so we can know the level of fees, which affects the educational equity and social justice.In the beginning this paper analyzes the economic situation in Shandong, income and consumption of urban and rural residents in Shandong in order to draw the ability to pay for education. Total tuition and fees through Shandong and was born in the number of students are tuition and fees. The sum of the cost of one college student consist tuition and living consumption a year. The necessary expenses Divided by the ability to pay to get the financial burden of higher education. Then this paper analyzes the reasons for the heavy burden, highlighting the spending of students in school. Finally this paper suggests measures from increasing government investment, the students saving money and improving the subsidy system.
